Why was there no longer snow in the giver?

Jonas is told by the old man that the memories of snow and sled are far away. It doesn't snow anymore because of Climate Control. Growing food was difficult due to snow and transport was hampered. Thus, snow was considered unpractical. With Sameness, it was removed.

Bike is a symbol for freedom and responsibility. Snow symbolizes emotions for Jonas. Jonas and The Givingr felt pain and happiness from memories, and the Community went insane due to memories.

What is the reason why colors disappeared from their society?
