Is there any metal that does not conduct electricity?

While there is no metal that conducts electricity completely, there are certain metals that are more effective than others. Metal atoms contain electrons in their outer shells, which aren't tied to any one atom. They can flow freely within the material when electricity is applied.



So, metals can always conduct electricity.
