If you do not have wages, are you required to file Form 940?

The IRS Form 940, the federal unemployment tax annual reporting form, is available. You must report on and pay unemployment taxes if you have employees. These employment taxes are not required to be deducted from the employee's pay. However, you must keep this amount aside and report it on Form 940.
